No POST ASUS Z170-A & i5 6600K, GPU is also Spazzing, new motherboard

**What is your parts list? 
CPU: i5 6600k
CPU Cooler: Cryorig H7
GPU: EVGA GTX 1070 SC
Mobo: Asus Z170-A
RAM: Corsair Vengence DDR4 (2x8)gb 3000MHz
Case: NZXT S340 White
Power Supply: EVGA 750W Supernova G2 (80+ Gold)

Last week my PC randomly stopped working. When I booted it, nothing showed up, not even the BIOS let alone the OS. I troubleshooted the system and thought it to be a motherboard related problem since even my USB devices did not receive any power when plugged into the back panel. The mobo turned out to be faulty and today I received the new replacement unit back but the problem persists minus the part where it did not power USB devices. Another thing, my GPU fan spazzes a lot, it spins a bit and then stops and spins a bit and then stops, it is really weird.

 

**Steps already taken

I plugged my USB devices in, they worked. That's a good sign. Then I plugged in an HDMI cable (mobo was outside the case) and tried to start the baritone system (CPU+mobo+1 stick of RAM) but it did not POST, no BIOS, nothing. Okay, so maybe I needed a GPU? I tried that. Put it in the case and tried that too. Inside or outside the case, only CPU or GPU+CPU, 1 stick of ram or 2, nothing seemed to work.

So I have tried (without success):
1) Barebones (CPU+mobo+1 stick of ram)
2) full system inside case 
3) full system outside case
4) different monitors 
5) different cable for PSU
6) different cable for monitor
7) DVI-d cable for monitor
8) different PSU

 

But nothing seems to work, please help!

Sounds like they sent you another faulty motherboard... it happens sometimes. Check all power cable connections again, other than that, not much you can do.

Yeah I replaced all the power cables, still does not work.

 

Do you think it could be the CPU?

I would side a little more towards motherboard, because it should be making error bleeps from the PC speaker to symbolize other stuff, but if none of that is happening it looks like mobo tbh
