Just out of curiosity, would you consider a different CPU?  $100 more will get you the i7-7700K which I think is probably a better "bang for the buck".

Less cores, partially dead in 2018. 8400 just as fast.

Ah, well... maybe the i7-8700K would work?  It's $120 more than the i5 and has 6 cores as well.  Idk, I have an i5 and I really don't like it's performance.

That's an older i5, and I think it's just you. It's perfectly fine with the 1070 Ti.

IMO there is no point to getting a m.2 drive that isn't NVMe. That crucial drive is rated to be about 500 r/w which is basically the same as the SATA 850 EVO. I would personally just get one NVMe 960 EVO or similar (either 250/500GB) and then a mechanical spinner if more storage was needed because this is a better price to performance as with the 960 EVO you get 3500 read and 2100mb write.

I wouldn't buy a 1400, no point. At that price range intel would make more sense, unless your already on Ryzen in which case just get the 1600, much more worth it.

I don't really have the budget for a 1600 and I definitely can't afford anything Intel right now.

Not everyone can benefit from NVMe, for most people normal SATA is enough speed. Most of the builds I've seen aren't designed for the type of things that really benefit from NVMe speeds

Why though? Makes absoulutely 0 difference unless you are editing 4K+ footage.
