can someone make me a good pc so i can start streaming on twitch on 1080p 60fps, and its not freezing on twitch. also when i stream with my pc ATM on twitch my CPU or my graphics card is on 100% when i look at the stats on task manager can anyone help 

price range 900 to 1100

no keyboard/monitor or mouse with it 

also good fps
