Can't format sd card

I tried to format my sd card using windows explorer, easeUS and also on android with 0 success, I can't even delete a single file. What can be done?

When using Windows Explorer, what error do you get? Is the partition smaller than the size of the drive?

A message saying that Windows can't complete the process.

Are you seeing the SD card as being smaller than the actual capacity?

Is it a SD card or a Micro SD card?   Some SD cards have a switch that protects them from being overwritten.

It's a 64 card showing up as ~59 but that normal.

It's a micro SD but the switch isn't locked. I also tried on my phone without the adapter.
