Dude!!?! You have amazing temps! Is it idle? if it is, then it's normal for a CPU to be at that temperature. An average cooler which uses the air around the PC cannot be cooler than the ambient air, and the CPU is already stressing a bit for keeping the system on, so don't worry.

uh... idle temperatures are rather meaningless, stress it to see the maximum temperature which is what truly matters.

i alsoclocked it at 4.8 ghz i think im only 14 and i dont know a lot soooo i got more questions about if i get intel optane i was gonna get 2 x 16 gb of it instead of 32gb would it do anything better or would it even work and i wanted 2 of them instead of one because i found 2 rgb m.2 heatsinks i wanted i am trying fora  all green for razer so good so far
