Hi i was looikng for RX 580 8GB on newegg.com and i found this card what is the difference between them

The blue one has a 19MHz higher advertised boost clock and a 100MHz higher memory clock so it just has a small factory overclock and it's BLUE for $20 more https://www.newegg.com/Product/Product.aspx?Item=N82E16814202293&ignorebbr=1

The more expensive one has a slightly bigger clock which is not that imprtant and the blue color scheme. Its also rarer and cause if supply and demand it costs more.

special edition is probably higher binned too, all of the sapphire limited/special ed cards ive had in the past have been much better overclockers than the standard
