I've checked the cables a billion times to make sure their plugged i'm using a gtx 1080 16 pin GPU with both power cables plugged in yes the ATX is plugged in to the mobo and so is the other plugs, the mobo powers the LEDs on my GPU too but my GPU when connected to the monitor just says "no signal" i should also mention this is a new build and that i got the GPU working at one point but now i can't figure out why it's not working anymore. I've reseated the actual GPU and even tired other GPUs so make sure that one wasn't faulty even tired other monitors took out every other than one ram, cpu and gpu to make sure nothing was shorting or being weird still no signal, i can use my on board card BUT ONLY when the GPU is NOT plugged in...

That's totally normal its like that for all boards,

 

When your GPU is plugged, do you connect the monitor HDMI or not sure what u use to the GPU or to the board ?

DVI for both i've tried HDMI for both, both work with the onboard card but not my actual GPU

Have you tried the suspect card in another system to verify it works there?  Just because it showed video once doesn't mean it's not dead now.

should i have the cables connected to the PSU at the port saying "6+2 PCI-E & 4+4 cpu" or the one that says "Peripheral & sata" at the moment it's in the 6+2 PCI-E & 4+4 cpu section of the PSU.

has to be to PCI-E 6+2 and PCI-E 6+2

 

not 4+4 CPU

I've tried a different card in my new build with the same results unless my old card suddenly died too.

Ahh, you didn't specify that in the OP, you just said you tried a different card, I assumed that one worked.

Are you using one cable (two 8 pin connectors), or two cables (each with two 8 pin, only using one of them)?

 

Also, did you try disabling integrated graphics in your BIOS?

using two cables 8 pin and other one is 4 pin i couldn't even find how to turn off the intergrated card in BIOs -.- i did look for a while too

Lastly, did you try leaving the monitor plugged into your Motherboard with the Graphics Card in the PCIe slot?  Did you get video from your integrated graphics that way?

not sure if my older card is pcle it's a 760 gtx, if i leave the GPU plugged into the mother board i don't get picture from my integrated card.

I'd test your new 1080 in another system just to make sure it works there.

 

But, it sounds like one of two problems:

Either your motherboard's PCIe slots / controller is messed up, or your PSU isn't putting out proper power to the PCIe cables.

 

Do you own a multimeter?  if so, you can rule out the PSU by checking the power out of the PCIe cables, you're looking for 12 volts between pins 1,2,3 and ground (5, 7, 8).

It sounds like, to me at least, that you could have wrecked your PCIe slot on your motherboard. An identical issue occurred for a friend of mine and replacing the motherboard solved the problem. The system booted for on the iGPU.

My account is almost entirely dormant. Hope you all are having a grand time. Many years of fun were had here.
