Automatic repair doesn't work nor does resetting pc

Issue:

So today I got home and was about to play some games but when I opened up steam it said it needed to repair my files and I left it do its course, then after a while I ended up restarting my PC and when it turned on each time it would try to automatic repair and when it did it would fail and give me and I tried other options such as run in safe mode, reset PC and etc and it won't work. Any help will be appreciated thank you for your time.

Also i tried using a different hard drive which seems to worked but I was wondering if I could still use the hard drive

 

Specs:

Asus 970 pro gaming motherboard

And fx 8350 4.2 GHz

8gb ddr3 ripjaws

2x4gb ddr3 ballistic sport ram

GTX 1050TI 4gb vram

Corsair VS600 80+ bronze 600 watt psu

Seagate 1tb hard drive

Do you have any System Restore points you can try using?

Sounds like your recovery partition is screwed. Wipe your disk and start again.
