What is that?

It's a profile memory uses to  set things up in BIOS/EFI as it's manufacturer wanted.
Sometimes however it can get few things wrong, if MB doesn't 100% support memory yet.
If memory is running below it's specs, it should be fine (it uses JEDEC profile).

You can enable it, but I doubt it will solve your problem.
Also, memory can have more than one XMP profile, so load the one with lower frequency first to see if it works.

If you install Windows to the disk with another machine and then put the disk back into your new build, does it boot? You could even try the disk out of another known working machine.

How odd, can you get into the BIOS setup by mashing DELETE?

That's because you used another computer. The hardware just may not be compatible. Can you try an optical drive?

In some cases, yes it would stop it from booting.

Bit weird, but also the system should be showing an error, if it can't find media etc. He needs to switch off the boot image and have it show the verbose startup.

It should be Boot -> Show Full Screen Image

NOTE: You might have to enable Advanced settings (F7)
