Well first of all you would need a $300 processor (for the pcie lanes) and second of all, you'd need at least 2 rx 580s to make a dent in anything.

The processor you have is fine.  Ethereum likes AMD cards, so the BEST card would be VEGA.  The smartest card (most ETH per WATT) would be a 580.  Honestly, you just need a CPU with 16 lanes to run the PCIe lanes.  A pentium will do that.  Your 7400 will do that.  If you want to buy the cards to mine you can, but there are no guarantees that the price will stay where it is or continue to go up.

Yes. I have a 580 4GB earning me almost $3 a day on Zcash. My 1060 6GB also earns about $3 a day on Zcash too
