What does this mean

I recently had my pc say something about my psu surged and brought me to bios, after which my graphics cards wouldn’t work. I tried reinstalling the drivers multiple time also using a cleaner...still nothing works this morning I tried to swap the bottom gpu to the top and after it loads and almost ready for windows this screen happens and my monitor shuts off and the pc resets after a minute or so...what are some troubleshoots I can do to make this work again? I have 2 980ti strix and the psu was a Ax1200i

The vram or memory controller on one or both cards is deaded

Yep GPU is bricked, test them out then RMA if all else fails. I feel for you, my GPU bricked and the new one gets here this week, luckily EVGA is awesome and sent me a new one for free.

I would rather agree on what we share, than fight on what we don't. - Myself
