It's all metal there is nothing to worry about the fluid doesn't get anywhere near the GPU die temp, the fluid itself will never exceed 60C. 

I dont even think someone will have a problem like this or at least I cant imagine to. I am currently using a core p3 and I already have a 360 rad on the side but recently i got a 1080ti and a kraken x62 along with the g12 bracket for cheap. But since I already used my 3 rad slot up i resorted to make a diy stand using one of the metal rod and a earphone box to hold it up and doing push pull. However after benchmarking today the AIO got really hot to touch and esepcially the metal rod that holds it up got super hot too. Is that dangerous for the plastic part (circled in red)? I am currently thinking of a new solution.

 

p.s yes thats a 120mm fan because i dont have any 140mm as this is my first 140mm AIO

What are the GPU temps looking like under stress test?  If you're pushing anything over 60c, I'd expect it to be quite hot to the touch, as, well, that's pretty hot to the touch.  Temps as low as 45c can burn you if you leave your hand there long enough.

 

Most AIO's are designed to handle up to 85c or so with regular use (that temp can burn your skin in under a second).

 

All this aside, if your temps are pushing over 60-65c on water, it's time to upgrade to a bigger radiator and more fans.

Doesn't matter what it is resting on.  As long as the temps are within spec for the AIO, you're good to go.  Toss a thermometer on the hot spot if you're concerned that maybe the temp reading on your GPU is incorrect.  As long as it's under 80c (~180F), you're in no danger of anything.  It's probably well under 60c.  

Always remember that what is hot for a computer and what is hot to a human's touch are two completely different things :)
