Try resetting your bios settings to defaults in the bios to see if it fixes it.

You could try uninstalling overdrive and installing it again, it kinda depends on whether or not Turbo Core is locked out during bootup or after Windows has fired up and read all your Overdrive settings.

If that doesn't work go to the HP website for drivers and download/install/reinstall the latest drivers and firmware etc. and hope that they reset settings afterwards.

EDIT: In AMD OverDrive go to Preferences and disble apply my last settings when system boots? That's assuming OverDrive disables the TurboCore after you boot up.

Go to the section where you get to choose where to exit the BIOS and there should be an option of loading _____ defaults.
