Whaaa? What does it have to do with my problem? 

 Cos if you buy a motherboard with the same chipset, you haven't got to go down a fresh W install route.

I have Windows 8.1 64 Bit OEM With one language installed system. How to check if i have Windows 8 Single Language (OEM Version)? If i have Windows 8.1 Can I still agree to personal use license and change motherboard if i want to without changing system?

I don't think the language maters. It's just an OEM version of Windows that you have, nothing special.

You should be good with personal use license. Upon activation, you will most likely need to do a phone activation, but that is quick and easy to do.

If it fails, as you'll be interacting with a system, Microsoft rep will talk to you, and ask you if you have the same license of Windows installed on another computer or not, which you answer yes or no, and then he or she will give you an override code to activate Windows, and you'll be ready to go. At worst, should take 10min, but usually takes 3-5min. If you are the automated robot activation thingy over the phone, you'll be asked to SAY the numbers that you see on the screen. You can dial them instead, which will make things go faster for you.
