What is Doctor Dump?

Evening all,

 

I recently decided to just just stick a fresh install of windows on my pc to start a fresh. As I installed all my mothered board utility’s I had a pop up saying the application had stopped working, but this looked different to the standard windows crash message. I noticed at the bottom of the error message was a web address for www.drdump.com.

 

This all looks very dodgy to me so would like to know more about it. 

 

Also it only seems to pop up when loading ASUS application.

It's based in Russia, but multiple sites tell me it's safe...
