the cache on a HDD is part of the I/O circuitry (and/or controllers) between the SATA interface and the piece of spinning rust.

 

as for it being volatile.. i'd guess not, because wether it keeps data or not, if power is lost the circuitry around it will forget what it's doing anyways.

 

and if it died.. chances are extremely slim the mechanical elements didnt die before it.

Most HDD's use volatile cache. You can find some enterprise drives with non-volatile cache, but you're going to pay a pretty penny*.
