Minecraft Server Programming Issues

I have an issue and I have no idea where else I can go with it. Hoping one of the wonderful people browsing these forums knows about this sort of thing.  I just bought a server from a hosting site for my group of friends for Minecraft, and I have just installed a bunch of plugins.  Now I want to set up permissions so that not everyone who comes on the server can have access to all the commands.  However I cannot find a SINGLE permissions plugin for the newest version, 1.12.2.  Not a single one.  And I have no idea what to do at this point.  The server is running Spigot 1.12.2 RO-1, and all the other plugins work fine.  Help?
