I have tried for about 2 weeks to troubleshoot this problem. My computer will boot up, but when I try to play any video or audio, it will be choppy and slow. The only way I have been able to fix this is to power on and off my computer twice. I just want to know what you guys think.

 

My system specs are as follows:

 

CPU: i7 3770k @ Stock (was overclocked at 4.4, turned down trying to figure this problem out)

Motherboard: Asrock Fatal1ty LGA 1155 z77 Professional

RAM: Corsair Vengence 1866 Mhz (2x4GB)

GFX Card: XFX Radeon HD 7970 DD Edition

PSU: Thermaltake 750w Modular 80+ Bronze

 

I'm open to anything that may point me in the right direction.

Also, when I say all audio and video, I mean EVERYTHING, from the motion of moving windows, the spinning circle and metro interface of windows 8, and any game I play. After powering it off and on twice, everything is smooth as silk.
