Program window Always on Top

I wanna know how to make any program window (specifically Chrome) be always on top. any program, script anything.

Window managers do this. The one I use is DisplayFusion.

click view in menu then select always on top

at least that how you used to do it in windows

but this only works with certain menu bars 

use f11 fullscreen with alot of apps 

try right clicking the border at top of app and see if always on top is option there
