Which fan header is better?

The Corsair SF140 doesn't seem to have a PWM (4 pin) plug. I'd say plug it into the fan controller for easier use.

I'm pretty sure that comes in both configs. Does it have 3pin or 4pin connector. Also which mobo?

 

And about that controller. If you have using med setting, it only uses 7V on fans. Crank it to high for full power.

my motherboard is prime x370 pro and its at full settings im not concerned about changing speeds i just want it to run at max capacity

That mobo has really good fan controls if you want to use them. If fan hub is already set to highest setting, then thats fastest those fans will spin.
