1080 TI,low FPS

I mad a similar post about this not too long ago and I thought my problem was solved but of course, I was wrong.I was playing my current favorite game (Warframe) on the optimized settings form the Nvidia launcher (highest settings).I was playing a mission and a lot was going on but my GPU was only utilized 20~25% but still, I dropped from 350~400 fps to 60 and under.I'm not sure what is causing the problem but I think my Nvidia 3D settings a fine.

Man Nvidias control panel still looks like its straight out of 2001. 

 

I would try reinstalling the drivers. Use DDU to remove them.

I have the latest driver.Version 388.31

Vsync / frame rate limiter enabled probably

 

Restore Nvidia Control Panel's settings. It conflicts with many game settings and can cause instability.

Vsync is not enabled.not in game, not in the control panel.

And its not like my frames drop to 60 and then go up again.when they drop (and they do very fast) fps stay at 60

as I installed the driver the control panel looked like this but my normal launcher looks fine
