Ik that these boards have minor differences but what would be the deal breaker for them. Planning to get 1700 with a water cooler. Not OC'ing it.

Dont pair it with R7 and defnitely not with R7 and watercooler.

Get MSI X370 SLI Plus/ASRock X370 Gaming X/ Asus Prime X370 Pro

if we are comparing these two STRIX and B350-PLUS i'd get the strix board.

 

Because of the better audio, more fan connectors, looks better, better crossfire support, vrm cooling looks beefier, rgb connector (AURA), q-led (good for diagnosing if pc doesn't boot), intel lan... 

 

i could find maybe a couple more but even with the ones mentioned some might be important only to me.

if the coolers come with am4 mounting then yes. If you are buying new they should come with it.
