you could, but you would have to add some sort of supports to make sure the GPU is not bending to unacceptable levels. It would be interesting to try this with a NH-D14.

This guy put a CPU cooler on a GTX 460 and got very good temps. He is, however, running his card on a test bench with a ribbon cable so the cooler isn't putting any weight on the card itself. However, if you really wanted to do this, it shouldn't be too difficult to make and install a mount on the back or side of your case to support the weight of the cooler.
