Provided you have good airflow in your case, a "aftermarket" cooler style will provide your GPU with lower temps and will operate quieter than a blower style cooler.

 

If you have bad airflow in your case, or you have a small ITX case, the aftermarket style cooler might not provide better temps, and even help heat up other components such as CPU, because the hot air is not exhausted directly by the card as is the case in a blower style cooler. The hot air will then be recirculated and be "trapped" inside the case.

 

So it is really up to you to assess whether you have good airflow in your case (some exhaust / intake fans, good cable management, etc.)

Well, yes: Blowers are inherently worst. It's only one fan and while the airflow is more efficient cause it's more directed it cannot complete with 2 or even 3 far bigger fans pushing far more air.

 

So provided a mid desktop of ATX size they will perform better, you just need to make sure there's adequate airflow with a good balance of positive pressure yet enough exhaust.

 

That being said if you pick a card like the 1060 for Nvidia and below there's arguably far less noticeable impact simply because the GPU itself consumes a lot less power so even a blower 1060 has sufficient cooling to give a good experience. It's only at the 1070 or 580 levels of powers than you start to see a detriment specially on hotter places like people on summers without AC.

Depends on case and airflow. Also how much you want other stuff to suffer from the heat output. Don't like open air coolers myself. Don't look as good, cooling isn't worth the noise and some sag. Depends a lot of the hardware itself as a whole if its what you want/need.
