insane download speed (Sometimes)

Also when speed testing on Ookla I get almost identical speeds in both downloads and uploads on most servers.
While updating windows recently It jumped to a peak of 150 Mbps for a minute and averaged at about 60 Mbps for ten minutes.
Funny thing the update didn't even finish and got stuck at 69% with still a lot of bandwidth left.
I'm curious to know what causes this Internet OutBurst!!!

Do you have Cable Internet? (DOCSIS 2.0 or higher)?
If so, some Cable ISP's use "burst" technology, where if the local (local as in neighbourhood) network has unused capacity, it will temporarily give a boost to any active users.
It's not particularly common in Canada anymore, but Rogers Cable used to implement it.
