No, all non-native resolutions have interpolation applied to them on almost all displays, which will make it blurry.

If you run them at any resolution other than the native, they'll look bad. To what extent, depends on the panel.

That's one thing I miss about CRTs, was how well they scaled different resolutions.

 

Otoh, they had flicker, especially at lower refresh rates like 60-70 Hz, I'm guessing because of a super fast pixel response time.  I've even detected flicker as high as like 75 or maybe 85 Hz in certain circumstances, like a large display in my peripheral vision, I think.

There may have been a near-end-of-life fluorescent light in the same room in the 85 Hz situation, I don't remember now.  I definitely could see 75 Hz flicker.
