help writing a small productivity program

I'm trying to figure out how to make an executable that will, when ran, create a new folder in the window I have selected, and name it after the text i have on my clipboard. is this possible?

but for real, can someone walk me through the process of fabri-cobbling that sort of thing together?

 I recommend instead using AutoHotkey rather than coding your own program. It should be relatively easy to do.
