Might as well ask for a moon from the sky. If you don't want to do the work yourself, then it will be expensive, it's as simple as that.

 

Then there's the whole thing that the fastest user-facing bus on the RPi is USB2.0 -- you won't be making a faster graphics card over USB2.0 than the one that's already built-in to the SoC itself.

You buy components on eBay and whatnot and solder everything together yourself. You also make the PCB yourself.

If you have to ask, then you don't have the skills needed. It's that simple. If you knew how to make a GPU, you wouldn't need to ask for what you need in the first place.

 

Do you know how to solder SMD-size components, including ICs?

Do you know how to make PCBs?

Do you know how to use one or another PCB-design app, like e.g. Eagle or KiCad?

I'm not an expert but I'm not sure you could do anything overly complex with just the Pi's GPIO. You might want to look into old GPU schematics and see if you recognise anything.
