Got a weird problem when closing a game...

Hey.

 

So i got a weird problem which i hopefully can explain.

 

When i play a game, lets say csgo. I have steam open, then i open csgo which mean i have steam "behind" csgo. When i close csgo and try to click anywhere on steam, im clicking on the desktop, like steam isnt there...This happens even if steam is in fullscreen or not. Also happens even if i run it in admin mode. This ALSO happen with battlenet when i played Destiny 2.

 

Here is another thing, this is a fresh installation of windows. This happend with the last version of windows aswell. 

I can just right click the program and quit it in bottom right corner, but annoying to do that every time, and its something wrong
