So I picked these parts on this list ( https://wishlisto.com/l-B0MWpy/white-matx-build/ ) but upon further inspection I noticed the cpu's max number of PCIe lanes is 16 and if I understand this correctly I would need 20 for the gpu and the nvme m.2 ssd. Is there something I'm getting wrong here? Does it work? Thank you.

The 16 lanes are reserved for GPU, the NVMe uses PCIe lanes from the chipset. 

 

If you have NVMe and a GPU, your GPU will still run at a full 16x speed, and your NVMe drive will run at a full 4x speed to the chipset.

M.2 should come from the PCH chipset lanes. Even if it doesn't the GPU will drop down to x8 mode and still operate at 99.9999% efficiency :) 

So you're fine either way.

the GPU needs 16 to run at it's best but 8 and it will run okish, an M.2 uses 2 I think so the GU will only get 8, but it will work with no issues, or problems, maybe not at the fastest it could go, but the difference between it's fastest and it's actual speed will be tiny
