GTA IV Frame lag.

So recently i started playing GTA IV again and i started fraps to see my FPS.

 

The FPS was always around 50 (All settings maxed out (Motion blurr and Vsync off)).

 

Has the game always run this bad and is there anything that will make it run better?

gta iv has always run pretty bad but i feel like you should be getting more than 50fps

outdated drivers maybe? That's my best guess but GTA IV is a a stupidly bad port so that could be it

No GTA 4 SUCKS( game is good on console only)! I get 35-70 FPS depending on the settings regardless of the low - high. I tried it all. And it always crashes for me.
