Does the card have a 0RPM fan mode when it's not under stress? That's a feature that's been out for a couple years now. Some PSUs do it too. Sometimes the 0RPM fan mode doesn't work until certain display drivers are installed. Did you try loading up a game? Maybe a benchmark like Heavens Valley or MSI Kombustor? If the fan turns on then it should be fine.
