I currently have the 4690k, I'd advise the i7. Having more cores on an older CPU should give you the ability to make it last longer.

Gaming Desktop: ASRock Phantom Gaming X, R9-3900x, 64GB RAM, 1.5TB SSD

NAS Box: Gigabyte Z97, i5-4690, 32GB RAM, 22TB, 1TB SSD Cache.

You may want to look for a used i7 4770K or i7 4790K on Ebay.

I'm using an Elgato hd60 through OBS...you cant just use your CPU to record it just uses the CPU and then slows it down while gaming

But you can use shadowplay from Nvidia. Also OBS can use NVENC to take some of the load off the CPU.

These 3 doesnt. My old daily driver, the 4460 which has next to no difference in performance to the 4440, can run these games so well I dont have to replace it if I didnt upgrade to a gtx 1070. Not sure what you mean by ping though. I couldnt find games related to this word that is demanding on the hardware.

Yes. These games use the graphics card a lot more than the CPU. At this time though, might as well as wait for the 1070ti and see if prices of the 1070 will come down.
