So I'm planning to upgrade my build. My budget is around ~600euros. Is it better to upgrade just cpu+motherboard, or whole pc? At the moment i have I3 4170, 8GB DDR3, R9 270X,  Asus H-81M Plus and Fortron 500W Psu (It isn't good, so prob going to buy it too). I'm thinking I'm going to buy I5 8600k, and upgrade GPU later.

You need a new mobo and some new DDR4 for 8600k so that's probably out of your budget. Even if it doesnt it's not the best choice.

 

I'd get a Xeon E3 v3 (without suffix like 1265L v3 as an example) or i7, new PSU (this wattage is enough, just better quality), then spend everything left on the graphics card. If there's spare money maybe RAM as well.

How about going with a better Haswell CPU? Like a Core i5 4690, or even a Core i5 4690K with a Z97 Board and get a used GTX 980 or 980Ti, as this way you could keep your RAM and have a beast of a GPU. It is absolutely alright to go with a Core i5 8600K if it doesn't hurt the GPU upgrade, in my opinion.

 I've just checked. There aren't any used/new Xeon E3 v3 here.

I'm waiting for volta or new vega anyways, so I will save up for money, as I'm a student.

In that case even i5s are good. Of course higher clocked ones like the 4670 or 4590 is preferred, but even 44xx ones will do nicely.

 

Vega and Volta? That's some high expectations. Getting old cards (or even Pascal after Volta's release since it will be old by then) seems more practical for those with lower budgets.

There aint many used parts in my country, let alone my city, so getting those cards now is really hard. I found only ONE i7 4770, and it is still 200euros here.
