What OS are you booting? Was this an install from a CD or legal download of the OS? You might have to turn on legacy boot or turn off secure boot.

Corsair 4000D RGB

Asus B550 Tuf Gaming II

Asus 7700XT Tuf Gaming

AMD 5600x3d

32gb 3200mhz gskil

But I would check that all cables and everything is connected. RAM and the like usually give their own errors before boot. You'd need to boot into the boot loader. You can usually access it by f12 or f10 when booting the system up

So you swapped your hard drive with a new one.

Did you install windows on the new hard drive?

I would test a different drive by unplugging that one completely, it might be dead and even if you plugged a different device into it, it might still try to boot into the HDD
