how long did you wait at the black screen?  What are your specs?

Hm, well I had a theory but if it didn't correct itself after 20 minutes it's probably not what I'm thinking.  Although you do have AMD cards and from around the same generation too so it's not totally impossible I suppose.  I would try toggling ULPS, specifically trying the "off" option, if you can.

ULPS is Ultra-Low Power State, it's a power-saving option on Radeon cards, but I found that on my laptop which has a 6770M, I have to stick to a certain version of the driver because if I use the latest version (which is broken) I have two choices - leave ULPS on and sit through a 1 - 2 minute blank screen between boot and login every time I turn the PC on, or turn ULPS off and lose a lot of battery life due to the card not idling properly.  While it wouldn't be an ideal solution (and as I said I don't even know for sure if this is the cause of your issue or not) it would at least be a viable work around for you since power consumption and heat matter less on a desktop of course.

If the PC isn't a laptop and a desktop rather, you could try removing the graphics card entirely from your PC just temporarily. Assuming your motherboard has an output port for a display, using that instead while the graphics card is removed could remove the possibility of it being a graphics card issue. If your computer boots properly without the graphics cards, you would in theory know it was a graphics card issue.

 

Usually when windows won't boot properly it has a lot to do with the installation of windows(in my personal experiences at least). Though other issues can still arise.

Problem what if the graphics card is being a pain and not coming out? and also how do i turn off ulps without going into regedit?

I would suggest finding a way of removing the graphics card properly just due to the fact that it will be helpful knowledge in the future. And as for ulps I don't have any experience with that.
