an 8700K is your entire budget by itself....

Get an R5 1600, with this B350 motherboard you'll need to stick a fan on the VRM when you overclock it to like 3800, which is easy at 1.35V or lower depending on your chip.

RAM prices are still stupid and will likely remain that way, but ya, Ryzen is great for the money, go that route.
