I have a old athlon x2 245 on a dell motherboard, when I turn the computer on all that fans spin up except for the exhaust fan, I also get no video output. I disconnected the cpu and the same thing happens. Is this the motherboard problem or a cpu probelm. (the cpu has small traces of thermal paste on it) (artic mx-4)

disconnect everything, get a soft toothbrush and some isopropyl and clean gently E: and make sure to leave it to dry out for a while before you try slapping it back together
