ok so I have this 650w psu link down below and i was wondering if it could handle some r9 280xs in crossfire?

Also depends on your other specs, PCpart picker is a website that adds up the watt you need for your build.

r9 290 which is more or less the same power draws almost 659w from the wall

That is a huge generalisation. Under normal gaming loads, the R9 280X draws far less power than the R9 290.... you simply can't say that the power draw of one card is going to equal to another, especially when they're based on two completely different architectures. And that 313W figure also includes a HEDT processor, which is far more power-hungry than a normal consumer one which I assume OP is going to use.

the 290 is a hawaii card and the 280x is tahiti, they're very different from each other.
