Most GPUs will have something like this from my experience. Both my GPUs had it when I installed waterblocks. It's not conductive, so it doesn't really pose any danger to the card. Best to clean off as much as you can really, but the main concern is getting the surface of the IHS clean from paste.

it makes no difference, I cleaned and replaced mine last night and it was like that, try cleaning it off with a cuetip but be careful you don't want to take any off them off lol

Clean it all up, there is no problem with it on the resistors. The manufacture uses non conductive paste.

never used it, I used thermal grizzly on mine

It's not dangerous for the GPU. It's been like that since you got it, mine had been like that for a year before I changed the cooler and they were fine. 

 

Pretty much any TIM is fine, there's not much between them. As long as it's not one of the liquid metal ones that can damage things if you're not careful.

"there's not much between them" is a bit false if you look at the reviews, depends how concerned you are with a difference of around 5c either way, liquid metel is a no no a lot of risk with that stuff

I can’t get it off the resistor since the gap is too small for anything to clean in b/w them ;-; can I just leave it like this?
