The second card came with a damaged PCIe connector. They claimed I damaged it. 

I'm US based. In both cases Newegg & Amazon stepped up and replaced the cards.

Powercolor has been around for a long time, but I think they have always been more of a 'budget oriented' brand.

 

You'll pay more for Asus, MSI, EVGA, but you will likely get a better cooler.

 

Get EVGA, their support is awesome, even on used cards.

As far as I am concerned PowerColor is one of the shittiest brands there are, I have seen plenty of complains about it in here already, Sapphire and XFX usually are the best to go when talking about AMD cards.

Oh that's right. I forgot about that / didnt read what card the OP was looking for.

 

I agree, better stick with a more reputable brand: Asus, MSI, Gigabyte: can't go wrong with any of those. Zotac is pretty good too.
