"Missing File Privileges"

So, I've been having issues the past week with TF2 and other games apparently not having "File Privileges".  I've re-installed Steam and TF2 multiple times with no avail.  

 

Any ideas?

I've tried running steam as admin and still getting this issue.

Create a shortcut for TF2 and right click on that, then click Run as Administrator

can always try to force it by taking ownership of the entire drive.

Steam often does this, I generally just move the files I want to edit out to a place like the desktop then move them back when I'm done.
