If you want maximum efficiency, this is not the build you want. From what I've searched, the Xeon has similar performance to a Core 2 Quad q6600. It has a tdp of ~95 watts, so not the best for an old quad core. I can prepare a small list for you, what country do you live in?

Nope, I wouldn't reccomend that build for gaming.

You can definitely build something better for 500 Euros. Is old server gear good? Yes. Is it reccomended nearly 10 years later? Probably not...

Looks like you don't even have to go used at all man

just find like a cheap/free used case, used decent PSU, maybe a used hard drive and you can easily get on AM4 with a more modern GPU which I think is the same or faster potentially since an RX 560 is in the ballpark for a 7950, and it should OC easily to 1400mhz

Getting on AM4 rather than buying a used say i5 2500 tier system at least gives you an upgrade path, Am4 motherboard selection kind of sucks though.

Here you go:

I'd reccomend buying a used GTX 750 Ti or 1050 Ti.

for 1080p an RX 560 or 1050 will be fine, RX 560 was like 10EUR cheaper.

The next step up is like a 1060 6GB or RX 570/580, but those are like 250, still overpriced for the most part. Really he low end GPU will do fine, I used one for a good while before getting Vega 56.

1080p low or upscaled from 720p if you're trying to hit 60fps on the $100 modern GPUs

Going by this quick test it appears to be in the same ballpark as a 770 for that title.
