I'd go with an Athlon X4 950, a wifi AM4 ITX motherboard, 8GB of RAM (the Athlon isn't based on Ryzen so you don't need to buy high clocked RAM), and a 2TB HDD since you might download content.

 

EDIT: Case is up to you, but the one I'd recommend the most is the Fractal Design Core 500. It's an ITX case with decent airflow, it looks good, it's small, and it has a 5.25" expansion bay.
