Hello a while back I created my new PC rig, i used the old SSD from my dead PC but now that im trying to activate my OS it won't let me. I did do a full system reset on the SSD to remove old files from the old PC but now that im trying to activate the OS it keep telling that i can't because the previous OS version was not activated previous to upgrading it to windows 10 even tho i have the OS key and the only option it offers me is to buy a new OS key.

If I understand you right:

Windows OEM licenses are not transferable. Only Retail licenses are. I think you previously bought an OEM license or your previous system was a pre-built one (so it comes with an OEM license).

This error occurs when you're trying to activate machine with a license from another system. OEM licenses are not transferable. If you have a retail copy, I believe you can transfer licenses if it's linked to your Microsoft Account.

What Windows OS is this key for, and what were you last running as an OS using this key when it was installed on the old PC? If possible, please upload a picture of the UPC from the retail packaging bought from Walmart & the CoA sticker (with only the key blacked out) that would have been inside the box so we can verify it's actually a retail key.

The Original OS was Windows 8.1 and I don't have the box just the Key saved on a Text doc on my USB drive. the OS right now is 10. will it work if i degrade the OS to 8.1 and try to activate it  then?

Yes, you'll have to install Windows 8.1 in order for the key you bought to work. Unfortunately the time period for a free upgrade to Windows 10 has past so you'll be stuck using 8.1. You can create the installation media through here: https://www.microsoft.com/en-ca/software-download/windows8
