Mostly it's the GPU you use, and if the PSU can get enough power to it/them. And you'll want your CPU to have enough PCIe lanes.

You only need 1x PCIe lanes for mining, it doesn't need bandwidth.

The RX 580 and RX 480 have the same number of stream processors, but the RX 580 is clocked about 6% faster. It is measurably faster, but you probably won't see a significant return on your investment as a result of getting an RX 580 over an RX 480.

From the many recommendations I've seen around the internet, people seem to just buy cheap Intel Celerons and cram a bunch of GPUs into a budget motherboard. Technically, you wouldn't need to worry about CPU lanes here, anyway, as budget chipsets (H170, B250, etc.) don't actually support dividing the CPU's 16 lanes into configurations like x8/x8 or x8/x4/x4. Instead, most of the GPUs will use lanes from the chipset.
