I'd like to find a more extreme example and I'm sure I could if I spent some time at it, but in the mean time I went to TFTcentral and picked two monitors pretty much at random:

You'll notice the first one claims to be 5 ms and the second one claims to be 4 ms, when in reality, when tested the same way using their technique, here's how they scored:

The supposed 4 ms screen never hit it and even int the best case scenario was actually 50% slower than the supposedly slower 5 ms display, which scored 4 ms on the best test.

 

So as I said, just trusting the manufacturer's claim of response time tell you nothing.  If you really want to see how it holds up in ghosting, motion blur, or anything else, you need to check a review site that will give you detailed measurements, images, and a way to compare many monitors with a consistent methodology.

this is one of those things that's so commonly misunderstood and needs to be explained so often that unless everyone is very specific in what they mean it's easy to assume they aren't thinking what your'e thinking.
