that's weird... are you using the drivers from Windows update or from amd's website itself?

Otherwise just looks like your unable to overclock. It is still showing what looks like your GPU at the bottom like it should.

 

Also, I don't recommend posting something twice, even if you do change the title.

in game it writes gpu usage is 0% few later 100% than 0% ... 100% and atc

What do you want it to show? 

What do you want it to do? It has a few features buried in menus. 

The gear in the middle ish is the settings tab.

I think that Afterburner is the jet in the top middle.

I had this problem a while back and it turned out to be a windows service that was crashing, can't remember which service it was. Hopefully that can help point you in the right direction for some google searches.
