I would use OBS or Shadowplay.

As @ARikozuM mentioned, Nvidia Shadowplay or OBS would be great tools to record video with and they are both free.

I personally use shadowplay daily to catch clips of games. It can record in any quality preset you chose, from potato all the way up to crazy high bitrate, more than enough for YouTube. It can have easy hotkeys setup for continuous record, or a 'save last X minutes' feature where you can chose an amount to save and save on the fly with a hotkey. It can also handle streaming to YouTube, twitch, and Facebook.

Im definitely a fanboy of shadowplay, but I've never had a capture fail or anything of the like, and find it so easy to set up, it almost feels like you're missing a step

Windows Movie Maker (basic), Davinci Resolve (more "professional") are good options for video editing.

Is Movie Maker still available in some form? And if not, aren't Hitfilm Express and some other the current easy-to-use alternatives?

Still available through a website so that Movie Maker remains available as an easy to use, free alternative. I've got an installer in Google Drive if anyone wants the installer for themselves.

Not going to comment on Hitfilm or any others since Movie Maker and Resolve do all I need for surgeries.

It's available unofficially. Windows is moving to some arguably limited working program. (Like the difference between pAint and photos' editors.)

its incredibly tedious.

Hitfilm is pretty good, shotcut is good. Personally I use light works as it has a free license. Full premium is only 500 dollars.
