I have a pair of Xeons E5450 (IIRC) in an old server, a Dell PowerEdge 2900 III, while there is space inside to water cool, I"m not finding the hardware for a socket 771 CPU. Did they ever exist?

According to google there used to be LGA771 blocks, however they've been dicontinued. Also it seems like your server is using a custom mount for its coolers, so it might not be compatible with anything else.

    PC:

  • Ryzen 3 3100X @4.4GHz 1.275V
  • 16GB Crucial Ballistix Sport LT with Micron B-Die @3400 CL18-19-17-32 1.35V (I could fine tune it better but I am too lazy)
  • Fortis 3 HE1425 with a top plate painted by me
  • Be Quiet! Dark Base Pro 900 Rev 2
  • Corsair MP600 1TB for Linux (main)
  • Toshiba Q Series Pro 256GB for windows
  • Asus X570 TUF Gaming Plus
  • Be Quiet! Straight Power 11 750W

    Peripherials:

  • IBM Model F AT
  • Logitech G603 which I currently broke (I need some super glue to fix it, lol) so I am using G402 as a cheapo replacement
  • Worn out Steelseries QCK+
  • Sennheiser HD600 for music
  • AKG K712 for gaming
  • Sony DHC-MD373
  • 2x Samsung Syncmaster 2243 + NEC EA244WMi

This may not be the bets solution, but there exist some knockoff water blocks on ebay, they dont have any mounting hardware for any socket, so if you are going to get those, i dont know how are you going to mount them.

Heres an example:

That's what I was afraid of, I'm not so attached to this server to want to spend big bucks for a custom built block...

IIRC the 771 are just different enough for the 775s not to fit.

No, this would have to be a custom solution, and that's big bucks, and that's not worth it at all...
